Abstract

This study aims to evaluate the Human Resources (HR) management system in schools in improving teacher professional competence. The approach used is qualitative descriptive research, with data collection techniques through in-depth interviews, observation, and documentation. The subjects of the study included teachers, principals, and administrative staff in several junior and senior high schools. The results of the study indicate that the teacher recruitment and selection process has considered formal qualifications, but still needs improvement in terms of competency-based selection. Most of the existing teacher training programs have not fully met the needs of holistic competency development, while the teacher performance evaluation system is still formal and focuses on student exam results. The incentive and reward systems implemented in schools are also still not optimal. In conclusion, although the HR management system in schools is already running, there are several areas that need to be improved to be more effective in improving teacher professional competence, which in turn can improve the overall quality of education.
